A Note From Julie
Julie Cummings
Welcome to the November edition of the Sorren HCA Brief, your monthly guide to the workplace, compliance, employment law developments, and seasonal issues HR teams need to know and address.

This month, we’re highlighting seven practical priorities to help employers prepare for year-end payroll, Election Day, workforce planning, seasonal operations, and evolving state compliance requirements.

Taking action now can help minimize year-end disruptions, give HR and Payroll time to identify and resolve potential issues, and ensure managers are prepared to communicate expectations ahead of key deadlines. With several deadlines falling on November 1 and 2, start by prioritizing the most time-sensitive action items on each to-do list.

November Priorities

Seven Priorities for November

1. Keep Year-End Payroll on Track
File the third quarter Form 941, reconcile payroll and tax records against preliminary Forms W-2, test paper Forms W-2, confirm state electronic filing requirements, obtain employee consent for electronic delivery and remind employees to update 2027 withholding elections.
2. Reinforce Election Day Readiness
Election Day is November 3, but voting-related obligations arise earlier as employees use early-voting options or request time away from work. Confirm notices, manager responses and payroll rules now.
3. Adjust Pay for the End of Daylight-Saving Time
Daylight saving time ends at 2:00 a.m. November 1. The extra hour may create additional compensable time and may push nonexempt employees over an overtime threshold.
4. Finalize Onboarding of Seasonal and Temporary Staff
November is a peak onboarding month in retail, hospitality and other seasonal industries. Complete required hiring steps, classify workers correctly and train short-term staff.
5. Plan Safe and Inclusive Holiday Events
Before invitations go out, confirm logistics and set expectations for conduct, alcohol service, attendance, pay and inclusion.
6. Gear Up for Winter Weather
Review your inclement weather policy, test closure communications and confirm that critical functions – including payroll – can continue if employees cannot access the usual workplace.
7. Prepare for November Compliance Updates
Several state-specific deadlines affect employer notices, personnel records, unemployment guidance, drug-testing practices and workplace violence reporting in Maryland, New York, Oklahoma and Utah.
Monthly Checklist

  • ☐ Confirm state e-filing rules and get employee e-delivery consent
  • ☐ Remind employees to submit updated 2027 Forms W-4 by December 1

  • ☐ Coach managers and code voting time correctly
  • ☐ Reinforce political-activity policy and complaint process

  • ☐ Pay nonexempt staff for all time worked and check overtime
  • ☐ Tell managers how to report discrepancies before payroll closes
  • ☐ Complete Form I-9, new-hire paperwork and withholding on the same schedule as other hires
  • ☐ Confirm staffing-firm versus contractor status and document who handles pay, supervision and safety
  • ☐ Check minimum wage, overtime, breaks and child labor rules in every location
  • ☐ Set a consistent process for overlapping holiday leave requests
  • ☐ Set holiday event date, venue, budget, transportation and accessibility; name contacts
  • ☐ Keep attendance voluntary and remind employees conduct policies apply

November Timeline

Payroll, Elections & the Clock Change

Nov 1
Clocks fall back at 2:00 a.m.

Nov 2
Form 941 due (Nov 10 if all taxes deposited in full and on time)

Nov 3
Election Day

Dec 1
Updated 2027 Form W-4 due from employees

Why this matters

Payroll errors flow into W-2s and agency filings. Election rules vary by state and apply before Election Day. The extra hour from the clock change can trigger overtime. Seasonal staff get the same core protections as other workers, an office party is still a workplace event, and weather does not pause wage-payment obligations.
Priority 7

7. Prepare for November Compliance Updates

Several state deadlines hit in November. Confirm notices, policies, procedures and training are in place before these laws take effect.
State / LawEffectiveWhat’s ChangingAct Now
Maryland – Captive audience law noticeNov 1, 2026Employers must make the state poster and model notice available to employeesGet the poster from the Commissioner of Labor and Industry, post at all MD sites, keep a record
New York – Personnel file accessNov 8, 2026Current and former employees can review and copy personnel records and add written statements disputing negative information; retaliation risks civil penaltiesWrite a request process, assign owners, train HR and managers, audit files
Oklahoma – Unemployment eligibilityNov 1, 2026Claimants must take at least 3 weekly work-search actionsUpdate separation guidance and claim-response procedures; direct questions to the OESC
Oklahoma – Medical marijuanaNov 1, 2026Zero-tolerance allowed for safety-sensitive roles; definition narrowed to specific positions; timing of employment action clarifiedReview safety-sensitive designations, revise drug policies, confirm with counsel and testing vendors
Utah hospitals – Workplace violence reportingNov 1, 2026Hospitals must set up an incident reporting system, record reported incidents, bar retaliation and report annually to UDHHSBuild reporting process, adopt anti-retaliation policy, train staff, test before Nov 1
Why this matters: Relying on outdated notices, designations or policies can lead to inconsistent decisions and legal risk. Confirming requirements now gives HR time to respond.
